From rt 19 North, take a right on Lansing-Edmond Rd (1st or 2nd rd after crossing the bridge).
Follow Lansing-Edmond Rd to the town of Winona- there as stop at a T where it looks like there used to be a bridge. Take a right on Keeney Creek Rd. Follow that down to the river.

It's all there on Google maps too...
